Major Spanish associations in relation to photovoltaic

Through the following scheme we have tried to gather the main associations, agencies and institutions linked or related to the sector of the photovoltaic energies in our country.

We wanted to mention the recently renamed Ministry of Energy, Tourism and Digital Agenda, given the high incidence of this body in energy policies.

IDEA seems to have some organic dependence on the Ministry of Energy. CENER and CNMC also have some affiliation with the state public entity, as well as CIEMAT. We have also underlined the role of the REE, ENERCLUB and UNESA power associations given the interaction of photovoltaic sources with the important distribution networks.

Finally, we present the main groupings of companies in the photovoltaic sector in Spain, recording the creation of the UNEF which incorporates the previous APPA Photovoltaic, ASIF and AEF.


IDAE. The Institute for Energy Diversification and Saving, IDAE, is an agency attached to the Ministry of Energy, Tourism and Digital Agenda, through the Secretary of State for Energy, on which it depends organically. Contributing to the achievement of the objectives that our country has acquired in terms of improving energy efficiency, renewable energy and other low-carbon technologies is the strategic framework for its activity.

CNMC. The National Energy Commission of Spain was the regulator of energy systems. In 2013, the National Energy Commission was integrated into the National Commission on Markets and Competition (CNMC).

"The National Commission of Markets and Competition (CNMC) was officially born today, under the presidency of José María Marín, which forces the closure of the National Energy Commission (CNE), the Telecommunications Market Commission (CMT), the National Competition Commission (CNC) and the National Postal Sector Commission (CNSP). It is the body responsible for preserving, ensuring and promoting the proper functioning, transparency and existence of effective competition in all markets and productive sectors for the benefit of consumers and users. Admitted to the Ministry of Economy and Competitiveness, it has its own legal personality and full public and private capacity. It is independent of the Government and is subject to parliamentary and judicial control. Entered into operation on October 7, 2013.

CENER. The National Renewable Energy Center (CENER) is a technology center specializing in applied research and the development and promotion of renewable energies. The CENER-CIEMAT Foundation started its activity in 2002 and its Board consists of the Ministry of Economy and Competitiveness, Ciemat, the Ministry of Industry, Energy and Tourism and the Government of Navarra.

CIEMAT. Center for Energy, Environmental and Technological Research is a Spanish public research body of excellence in energy and environment. Assigned to the Secretary of State for Research, Development and Innovation of the Ministry of Economy and Competitiveness of Spain.
REE. Red Eléctrica Española, born in 1985.

ENERCLUB. It is a private, non-profit entity whose main objective is to contribute to the better understanding of the different issues related to energy by the various social partners, both nationally and internationally.

UNESA. Founded in 1944 under the name of Unidad Eléctrica S.A. Until 1979 it was the responsibility of UNESA (Spanish Association of the Electricity Industry) the operation of the interconnection of the regional systems of the companies until giving place to a real national electrical system through which all the centers of production and consumption were connected. To the present and among the associated companies: Endesa, Iberdrola, Gas Natural Fenosa, Viesgo and Edp.

UNEF. The Spanish Photovoltaic Union is the sectoral association of photovoltaic solar energy in Spain. With a representation of 250 companies, more than 85% of the sector's activity, UNEF is the spokesman for virtually all industry: producers, installers, engineers, manufacturers of raw materials, modules and components, distributors and consultants. The Spanish Photovoltaic Union was founded on May 16, 2012 from the merger of three photovoltaic associations nationwide.

AEF. Photovoltaic Business Association: It was born in July 2008 promoted by thirteen of the largest photovoltaic groups in the country. Juan Lazo, of T-Solar was appointed President at the time of its constitution.

APPA PHOTOVOLTAIC. Photovoltaic Section of the Association of Producers of Renewable Energies. Apparently, APPA PHOTOVOLTAIC remains with its own activity. See Eleconomista.es dated 04/27/2017. Established in 1987, APPA is the leading association of the renewable energy sector in Spain. Active member of SolarPower Europe: European Photovoltaic Solar Energy Association.

ASIF. Association of the Photovoltaic Industry. Private non-profit association born on April 17, 1998. It appears to be integrated into UNEF in 2013.

Among the founding organizations of UNEF is the T-SOLAR GROUP.
